Where live research already sat in the HTML dossiers, the value is populated. Where a signal needs a live gatherer (permits, OSHA, LinkedIn, reviews), it is transparently flagged.

Live gatherers (Exa, OSHA, DOT, Google Reviews, LinkedIn scrape) are not yet implemented in signal_engine.py — only the scoring interface exists. Values shown came from the pre-existing research dossiers in public/legacy-letters/. Next instruction from Mark should pick which 3–5 gatherers to build first.
